On November 3, FENG Shouquan, deputy secretary of the Education Working Committee of Liaoning Provincial Party Committee, also secretary of Party Leadership Group and director of Education Department of Liaoning Province visited Liaoning University. 

FENG Shouquan respectively visited Discipline Inspection and Supervision College, Comprehensive Experimental Center of Liberal Arts where he was provided with detailed information about the development of LNU’s discipline inspection and supervision, applied economics and laboratories for liberal arts students. He spoke highly of the achievements LNU has made in recent years and put forward clear requirements for the next development stage. 

He stressed that all education sectors in Liaoning province must study, publicize and implement the spirit of the 20^th CPC National Congress as a top political task at present and for some time to come, as well as working hard to comprehensively study, understand and implement to the letter the objectives and tasks set forth at the 20th CPC National Congress. He called for all party members, officials, faculty members and students that we must develop a deep understanding of the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must enhance the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment with the central Party leadership. We must stay confident in the path, theory, system and culture of socialism with Chinese characteristics, and uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Party Central Committee's authority and its centralized, unified leadership. Combining with the spirit of General Secretary Xi’s important speeches delivered during his inspection tour to Liaoning and significant views on education, we should fully implement Party’s education policies and make education perform its fundamental mission of fostering virtue, and implement the spirit of the 20th CPC National Congress covering the entire process and all respects of education reform and development in a down-to-earth manner. 

Efforts should be made to integrate the spirit of the 20th CPC National Congress into ideological and political courses, professional courses, textbooks, classrooms and students’ minds. We must make the most of intellectual and talent-gathering advantage in universities and colleges, organize major projects and produce high-quality research outputs, and pool strength from all education sectors of Liaoning province to forge ahead on the new journey and make contributions in the new era. 

FENG Shouquan pointed out, the overall arrangement and unified management of education, science and technology, and human resources is for the first time  highlighted as the fundamental and strategic pillars in the report to the 20th CPC National Congress. We will promote high-quality development of world-class universities and academic disciplines, optimize adjustment of disciplines and majors, and focus on the development of fundamental subjects, characteristic subjects and emerging interdisciplinary subjects. We will proactively advance the development of philosophy and social sciences with Chinese characteristics, make universities on the “Double First-Class” Initiative list play the dominant roll of training high-level and basic research professionals we are badly lacking. We should step up efforts to pool human resources by recruiting and fostering talents, improve the mechanism of innovation team development and scientific research. Also, we should carry out well-organized scientific research activities and create sound scientific research environment, and work harder to make more high-quality achievements.  

Based on the higher institutions platform of Liaoning province, Jilin province, Heilongjiang province and Inner Mongolia Autonomous Region, we will develop open higher education to its full potential, integrate education resources, ceaselessly improve the talents’ quality, and carry out scientific research with a focus on national major strategic needs. We should push forward high-level opening up and strengthen international exchanges and cooperation in education, strive to expand influence of philosophy and social sciences and better tell China’s stories. Furthermore, we should shoulder more responsibility to provide stronger professionals and intellectual support for revitalizing Liaoning province in all respects by expediting the development of new liberal arts laboratories, improving the interconnection of significant scientific research platforms and sparing no effort in the cultivation of top innovation talents.
